- Explain the Presidential Proclamation of October 25th which replaces country-specific travel restrictions with a vaccination-based policy effective November 8th.

- Provide an overview of the risks still in place which make travel difficult, with particular focus on limited consular services abroad.

- This will enable you to assess whether you should postpone travel.
