2021 has witnessed the pinnacle of more than a decade’s work on cyber norms. With the recommendations from the UN Group of Government Experts (UNGGE) and Open-Ended Working Group (OEWG), the US signing onto the Paris Call on Trust and Safety in Cyberspace, and the multi-nation statements against China’s hack on Microsoft Exchange, it can no longer be said there aren’t any agreed-to norms in cyberspace. However, with this development, the conversation needs to move past norm development and turn towards norm enforcement. The panel will explore what states, non-states, and international organizations must do to capitalize on these norms to actually limit the excesses of cyber conflict.
